Whose to say it all needs to be NZQA? - get the unit standard, comply with re-licencing / re-cert criteria, fill the gaps with in house refreshers/ toolbox/ SOP reviews etc, if someone is struggling they require more frequent training and supervision (or becomes employment issue)
