I have seen cut outs at civil sites or mannequins in high vis. I would see this being effective short term but possible having a negative impact if left in place for a long time.

In Japan they have silhouette cut outs with animated arms waving a beacon to have people slow down.

The air quality in workshops with doors at each end may not need additional ventilation. Keeping the air still and warm is often a bigger issue. You can buy or hire a dosemeter that your technicians wear for a day to measure their exposure.

My experience says if the reps see that what they do makes a difference they will be interested. If what they do make no difference then the won't.
